Who is eligible

For the graduation component, the conditions reported are:

  • Female student, resident of Bihar.
  • Unmarried at the time of application — this condition has been widely reported and is the one that disqualifies the most applicants.
  • Graduated from a recognised college in Bihar, with the university appearing on the scheme's list.
  • Open across General, OBC, SC, ST and EWS categories.
  • A minimum of 33% marks in the qualifying examination has been reported.
The condition that catches Kosi division students: your university must have uploaded your data to the portal. Education Department instructions have directed universities to upload eligible students' details by a stated deadline. If your college has not sent your data up to the university, or the university has not uploaded it, you will not find yourself on the portal — and no amount of retrying the form will fix that. How to apply

  1. Open medhasoft.bihar.gov.in and find the Kanya Utthan Yojana section, then the graduation component.
  2. Register as a new user with your mobile number and email, and verify by OTP. Existing users log in.
  3. Enter your name exactly as it appears on your marksheets. This single field causes more failures than any other.
  4. Enter address and educational details — 10th, 12th and graduation, with university, college, year and marks.
  5. Enter bank details: account number, IFSC and bank name. The account must be in your own name.
  6. Upload the documents within the size limits above.
  7. Submit and save the acknowledgement.

Checking status and payment

Status is checked back on the Medhasoft portal. Payment, once approved, is made by DBT.

If your status shows approved but nothing has reached your account, the cause is almost always the bank rather than the scheme:

  • The account is not Aadhaar-seeded for DBT — which is not the same as having Aadhaar linked to the account. Ask your branch about DBT seeding specifically.
  • Name mismatch between Aadhaar and the bank record.
  • A dormant account, often one opened years earlier for a school scheme.
