How the 30,750 seats are divided
The reservation structure is more layered than most candidates expect, and understanding it tells you where your realistic chances lie:
- 50% for Science-stream candidates and 50% for Arts and Commerce — a vertical split across institutions. Your stream at 10+2 therefore determines which half of the seats you are competing for.
- 10% for Urdu-subject candidates who passed 10+2 with Urdu.
- 5% horizontal reservation for differently abled candidates.
- 5% horizontal reservation for eligible Bihar-resident dependants of serving, retired, disabled or ex-servicemen.
Horizontal reservation works differently from vertical. A horizontal quota is carved out within each category rather than sitting alongside it, so a candidate can benefit from both a category reservation and a horizontal one. If either applies to you, make sure the relevant certificate is ready before counselling opens — not after you see the list.
Choice filling: the step that decides your outcome
Filling too few choices. A candidate who lists five nearby institutes and misses all five gets nothing in that round, while a candidate with thirty choices almost always gets something. If you would accept a seat anywhere in the division, list everywhere in the division.
Listing in the wrong order. Preference order is respected strictly. Put the institute you most want first, not the one you think you are most likely to get — the system already handles likelihood through your rank.
The allotment and admission sequence
- Registration and submission of the common application form on the BSEB DElEd portal.
- Choice filling — 5 to 30 institutes in preference order.
- Selection list published. The first list for 2026-28 came out on 20 August 2026.
- Admission at the allotted institute within the stated window — for the first list, 20 to 24 August 2026.
- Subsequent rounds follow for seats that remain unfilled.
The admission window is short. Four or five days, and it requires physically reporting to the allotted institute with documents. For candidates from remote blocks of Supaul or Madhepura this is not a formality — it is a journey that has to be planned before the list appears, not after.
Why this route matters in the Kosi division
D.El.Ed is the qualification route into primary school teaching, and it feeds directly into BPSC teacher recruitment — which is currently the largest single opportunity for graduates in Bihar.
The BPSC TRE 4.0 recruitment reports 32,388 posts, with the primary level (classes 1–5) generally requiring D.El.Ed alongside the relevant teacher eligibility test. The state has indicated an intention to recruit on the order of one lakh teachers between 2026 and 2030.

- Institute-wise and category-wise cut-offs. These are produced by the allotment itself and vary every round; any figure published in advance is a guess.
Avoiding fraud in DElEd admission
- Seats are allotted by the board through merit-cum-choice. No institute can arrange a seat, and a private institute demanding a "management quota" payment for a D.El.Ed seat is outside the process.
- Check that any institute you list is among the NCTE-approved ones. A qualification from an unapproved institute is not usable for teacher recruitment, which defeats the entire purpose.
- Never hand over original certificates to an agent. Institutes verify at admission; agents have no role.
